Why China urea price have rose too much those two month?

The government enacted the new weight-limited control of the truck and the transport capacity is tiny for coal and urea, before the new law, one truck can load 40MT per truck but now only 30MT per truck.

The price of coal rose too much in those days, the coal is one of the raw material to make urea.

Because the cost of transport and raw material rise too much and the transport capacity is tiny still, the price of urea have rose about 20-25% from Oct to now.
